La controversia se centra en la falta de licitaci\u00f3n y en la reducci\u00f3n del alcance del proyecto: de 95.806 predios proyectados inicialmente, ahora solo se intervendr\u00e1n 70.000.<br \/><br \/>\u201cEl contrato se entreg\u00f3 a dedo y sin socializaci\u00f3n, mientras la atenci\u00f3n p\u00fablica estaba en otro proyecto\u201d, se\u00f1al\u00f3 el concejal Sim\u00f3n Parra. Por su parte, el concejal Mesa cuestion\u00f3 que se mantuviera el valor del contrato pese a que se har\u00e1 menos trabajo: \u201c\u00bfD\u00f3nde qued\u00f3 la diferencia?\u201d.<br \/><br \/>Aunque los concejales reconocen la necesidad de la actualizaci\u00f3n, advierten que una ejecuci\u00f3n deficiente podr\u00eda traducirse en alzas injustas del impuesto predial y malestar ciudadano, como ya ha ocurrido en otros municipios del pa\u00eds. Exigen mayor transparencia y vigilancia sobre el
