Seg\u00fan el fallo, la medida adoptada por el Concejo podr\u00eda ser desproporcionada y se mantendr\u00e1 suspendida mientras se resuelve el fondo del caso.<br \/><br \/>El proceso contin\u00faa, pero por ahora, la justicia le da un respiro al personero en su disputa
