Adem\u00e1s, no se evidenci\u00f3 una infracci\u00f3n que amerite sanci\u00f3n ni un uso indebido del suelo.<br \/><br \/>El fallo ordena al municipio de Soat\u00e1 y a la empresa EMPOSOAT\u00c1 la implementaci\u00f3n de un plan de mejoramiento, control de olores, campa\u00f1as de educaci\u00f3n ambiental y operativos de limpieza, en concordancia con las recomendaciones de Corpoboyac\u00e1.<br \/><br \/>El Tribunal record\u00f3 que el cierre de instalaciones por infracci\u00f3n ambiental debe ser resultado de un proceso sancionatorio formal, lo cual no se ha dado en este caso. Tambi\u00e9n reafirm\u00f3 que el juez conserva la facultad de tomar medidas para garantizar el cumplimiento de la sentencia.<\/span><\/span><\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section
